Street life IMO comes from a market street or a high street. There is no incentive for the developer to build retail into their project because all of the demand for it is sucked up by shopping malls in Metrotown, Brentwood, Lougheed, etc.
Edmonds has no mall in the immediate area, and you can see an urban area quickly developing from nothing a few years ago.
