Agreed that it would be nice. However, the BID doesn't get its funding from businesses; it comes from property owners in a fixed cost per floor area. The only way the assessments go up is during renewal (coming up) or if new construction projects open up in the BID territory, thereby increasing floor area on which assessments are based (I may be wrong about this though).
Really, the funding just isn't there. There have been cutbacks in other services too recently. The focus is still on trying to get services, retail and residents down here. I hope with the upcoming renewal, there can be some more funding for things like this. A little more money for tree planting, graffiti removal, street cleaning and power-washing would do wonders.
Just a side note: Many of the landowners outside of the Financial District do not like the assessments, prefer to go it alone on marketing, safety and cleanliness, and do not want to be included in BIDs (DCBID, Historic Core BID, South Park BID, Fashion District BID, etc). The lack of vision and forward-thinking astounds me. See: Historic Core, Toy District, Northern Fashion District. The big property owners in the Financial District really do all the heavy lifting, despite most of the benefit going toward properties to the south and east since they need the most work/services.
