Amid all of the 2010 Census count releases, the bureau released the first new estimates of the decade for July 1, 2010:

I'm a bit confused how the count found 9.88 million for Michigan, but the estimate for a few months after the count estimates a population back up to 9.93 million, which would only be -0.07% off the 2000 Census count. Does anyone know how they go about estimates in a Census year? Because, I was always under the impression that the 2010 estimates were largely based on the 2010 counts, and if that's the case, they'd have to be closer than what I'm seeing.
