No, annexation. The stats bear that out as the city grew by almost 80K over the course of the decade whereas the county only grew by a little over 16K. The municipal growth is largely artificial and can primarily be attributed to two big annexations, the first being its largest ever in 2004 when it expanded by almost 27 sq mi and gained over 42K residents and the second in 2008 when the city annexed most of Fort Bragg which added about 30K more people to the city.
