^^Take a look at this...there are plans to add a couple 'pad' stores - maybe the re-zoning would have to do with that?
Thanks for the link. The pad just to the East of Zellers has a Drive-thru - a Tim's on the way out of the city makes sense to me.

Since Zellers was just purchased by Target, will the space be developed as a Target store?

The Old City Hall Mall in downtown Regina is showing new signs of vitality -although concerns persist that it is in some respects Regina's forgotten shopping mall.

The indoor mall, at the corner of Scarth Street and Eleventh Avenue, across the street from the Cornwall Centre, has obtained several new tenants in the past couple of years.

It is now fully leased.

"Business has picked up," said Ted Wild, the owner of the Wild's Goldsmith store in the mall.

Wild, who has operated out of the mall for 19 years, said he has seen a fair number of businesses come and go over the years, with space sometimes vacant for certain lengths of time.

"It's a good location, it's filled now," Wild said.

But there are problems, including the problem with parking that is -if anything -worse than ever, Wild said.

There is no parking on the Scarth Street side of the mall, which is a pedestrian mall. And there's not much street parking immediately available on Eleventh Avenue.

While parking is available at the parkade at the Cornwall Centre and at other nearby parkades, the customers have to pay to park.

The Old City Hall Mall's location, across the street from the Cornwall Centre and at the entrance to the Frederick W. Hill outdoor pedestrian mall -should put it in a good position to snag passing pedestrians.

However, Tina Bauer, the owner of the Tan FX business in the Old City Hall Mall, said people walking by often fail to even notice that the indoor mall is there.

"All of us (store owners) have the same problem. (People) don't know we're here,'' Bauer said.

"It could be busier.'' But the downtown location, and the location in the old city hall building, are attractive features, Bauer said. "The spot is amazing.''

Historical purists might question why the building is called the Old City Hall Mall, because it actually was originally used as Regina's main post office building. But the building served as Regina's city hall from 1962 until construction of the city's current city hall was completed in 1976.

The Old City Hall was subseuently converted to other uses, priarily in the retail sector.

As well, the Globe Theatre has occupied a portion of the building for many years.

Among the happy new tenants in the mall is Lisa Dunbar, the coowner of The Box store, which moved to the Old City Hall Mall from another mall in November.

"It's really a boutique atmosphere, there's a lot of diversity,'' Dunbar said.

All nine of the mall businesses are locally owned, Dunbar said. But a lot of people walking through downtown Regina "forget the Old City Hall Mall'' and just walk on by.

It is encouraging that all the spaces in the mall are now leased, said Dunbar, who believes the mall is undergoing a resurgence.

The Alexis clothing store which relocated to the mall in August, is another of the newer tenants.

Keylee Crowell, who is the daughter of the owner and who was staffing the till on a recent weekday afternoon, said she likes the location but it would be nice if it was a bit busier with more pedestrian traffic.

Kelly Huynh, owner of Nails by Kelly, said she likes the location but nevertheless has a concern.

"It's really good (but) parking is not that good,'' she said.

Among the other tenants is Beer Brothers Bakery and Cuisine, which has become a popular restaurant with many workers, shoppers, and patrons of the Globe Theatre.

Other businesses in the mall include Zoe's Boutique, the Fazio Boutique, and Viva Optical.

That mall needs to promote itself. It doesn't look like a traditional mall, and you'd never know by walking or driving by it. If they're sitting back and thinking people will just magically start showing up, they're already closed.

It's a fantastic little mini-mall in a fantastic building. But people need to know about it and be reminded on it. The mall managment is doing a terrible job in this regard.

I'm not opposed to Tim's, but that would be a HORRENDOUS place to put it...regarding traffic congestion in/out off Albert St combined w/crazy Starbucks drivers & Chapter's, etc...

Please no more Tim Horton's on Albert St. Their clientele are horrendously devoted to that ridiculous excuse for coffee and wreak havoc on the traffic flow of Albert Street.

If it's lined up to the point of blocking traffic, go somewhere else.

/end rant

Taylor Field Development

[QUOTE=thefourthtower;5148072]MANDRYK: Taylor Field redevelopment could help fund new stadium in Regina

Redevelopment of the land currently occupied by Mosaic Stadium at Taylor Field could be key to financing a domed stadium.Photograph by: Bryan Schlosser, Leader-Post filesMaybe the problem with this whole stadium funding issue isn't that we've been thinking too big.

Maybe the problem is that we've been thinking too small.

Perhaps this should go in the stadium forum...

OK, so the City owns about 30 acres of land in the area, including the existing stadium. At 50 units/acre this would yield about 1500 units, roughly the density of the Maple Leaf development in the general hospital neighbourhood. At a conservative $200,000K per unit this would represent $300,000,000 worth of development, not including land costs or infrastructure. Even if the City acted as developer and made a 30% profit on the units the total is only $90 Million. Not sure how the City makes enough money to help fund 1/3 of the stadium out of this plan. It would be great to see the units in the core, and it would add 1 million plus dollars to the City's tax revenue per year after all of the expected development incentives have expired if most of the units were privately held... Alternatively, they could sell the land, would a private sector developer be willing to pay $1-2M per acre for land in this area? I don't really think so...

I don't think it is that easy to make money on development and there is a lot of risk. I would be surprised if that land is worth more than $5 million. Plus you have the cost of ripping down Mosaic, which would be in the millions.

It might be better if this goes into the existing stadium thread. The debate gets a little heated.
