The early polls in the ward-by-ward counts are the 'special', i.e. retirement home polls. For instance, as I typed this 30 seconds ago, McIver had a lead in 7, with 8 polls responding. 7 has 8 retirement home polls. It's clear to see the bump of ~1K votes when a 'real' poll is added.
At this point, it looks like the official totals have one poll each from 1, 4, 6, 7, 9, 10 and 11.
