I was humorously thinking the same thing. The presentations to council, marketing campaign, sales office have been nothing but a clever ruse to hide their true intentions — more parking!
Seriously though, this stipulation gives me the impression that Lake Placid and Co. have at least enough capital for a parking lot. Kind of reassuring I guess, but extends the time line for project completion indefinitely.
The City should just develop the site into a park for vagrants to hang out in. Throw some underground parking in — if there's enough appetite for more public expenditure on RL — to satisfy the pro-parking extremists for a couple years. After completion, we could host a DV8-type music festival just like the good ol' days (nostalgia
