Capri Place Exterior Renovations

Anyone know anything about the Capri Place exterior renovations that are going on across from the Galaxy Theatre? Has this been like this for a while or is it new work? All the exterior finish above and below the windows seems to have been removed recently on the west side. The north face doesn't seem to have been touched yet. Maybe they are trying to put a better face forward to Second Avenue.

New South Bridge and Its Design

I heard something second hand today about the mayor commenting that the money saved on the new south bridge contract might be used at a later date to make it "more architectural". Anyone else heard this?

A couple days ago in the Star Phoenix, the article titled "South bridge will be functional" quoted atch saying that there are possibilities in the future to increase the architectual appeal of the bridge. As for the saved money, I read in a seperate article that they want to use it to fast track the interchange at preston and circle, maybe even include it in the project. It still remains to be seen if the two other levels of government will cough up the cash or not regardless of the savings.

Contractor says bridge to be done by October 2012

The firms behind the cost-saving bid for the Circle Drive South project, if it is approved Monday, will break ground next week as workers begin an aggressive construction schedule to finish the project by October 2012.

Work would begin immediately removing trees and clearing shrubs to make way for roadway. By mid-summer, workers would be in the river constructing a berm to start on the steel girder bridge, which would span the South Saskatchewan River.

The city is recommending the contract be awarded at a special meeting Monday to joint-venture Graham Construction-Flatiron Construction Corp. for a guaranteed $224-million, a price estimated to be between $30 million and $40 million under budget.

"I don't think people realize these are fixed prices," said Mayor Don Atchison.

"They've designed it and they're going to build it.

"This is a new way of doing business in the city."

The design for the six pier, steel-girder bridge is spare. The most unique part of the design is a pedestrian bridge suspended beneath the six-lane vehicular traffic deck.

"We saw this as something that was going to be sort of a limelight project for both of our companies," said Jason Rudyk, project manager for Graham-Flatiron.

"We priced it aggressively and we believe we have one of the best design teams that came up with the innovations to make the project less expensive for taxpayers."

Known as bridge experts, Calgary-based Graham Construction has a contract to build 23 overpass bridges on the North East Stoney Trail in Calgary with Flatiron. And in Edmonton, Graham is working on the northeast portion of the Anthony Henday ring road.

Flatiron, meanwhile, is perhaps best known for its work building the St. Anthony Falls Bridge on Interstate 35W in Minneapolis.

The $230-million bridge, built to replace one that collapsed in 2007, killing 13 people, carries 10 lanes of traffic on box girders borne by massive arching piers. It came in on budget and three months ahead of schedule.

In Saskatoon, a signature bridge was not called for in the requirements and would have added a significant cost to the project, Rudyk said.

"A basic bridge design reflects the type of bridge that is priced," Rudyk said. "Signature bridges cost money."

The project is cost-shared among the city, province and federal government.

City officials are working behind the scenes to see if they can apply cost savings toward other projects, such as at Circle Drive and Preston Avenue or Circle Drive and Clancy Avenue, Atchison said.

But the money won't come from the federal government's share. Ottawa will get some of its $106 million in funding back due to the savings, said Saskatoon-Blackstrap Conservative MP Lynn Yelich.

The province's funding, however, has already been cashed and could be used for other Circle Drive interchanges, Highways Ministry officials said Friday.

The city could also apply to another government infrastructure fund, the $175-million provincial-territorial base fund, to pay for other interchanges, Yelich said.

Coming in under budget means the city has the rare opportunity to expand rather than scale back a job, Atchison said.

"Everyone is not looking at everyone else and saying how are we going to downsize this now," he said.

"Now what we're talking about is expanding as opposed to contracting."

The city-run Holiday Park golf course, which was long thought to be losing two or three holes because of the proximity of the roadway, won't lose any with this design, said Graham-Flatiron's Rudyk.

A lot of preliminary work such as the demolition of the former Mitchell's Gourmet Food plant is underway, but the construction consortium is anxious to get moving themselves, he said.

"As construction people we like to hit the ground," Rudyk said.

Based on the rendering of the new south bridge in the StarPhoenix today, we will all be wishing it was at least as nice of the existing Circle Drive Bridge. It is definitely a new low in bridge design in the City of Bridges. Perhaps we should rename the city to be Sh**tty of Bridges.

Are there renderings out somewhere of the new South Bridge that is to be built? If its gonna look like a piece of junk i would rather the city put the money saved back into it right away to make it architecturally more beautiful, because we all know how the city likes to make existing bridges more beautiful afterwards (aka traffic bridge LED lights ----Bleh!)

I just hope when it comes time to replace the traffic bridge they don't cheap out with that design.

As much as I would love to see a big beautiful bridge built, I really don't think people should be making it that huge of a deal. If it were in a more prominent location surrounded by stores, offices, trails etc. then I could see a bigger need for aesthetics. It's in the middle of no where. The only time you'll see it, is if you're driving on it (even then you don't really see the entirety of it), walking in Diefenbaker Park, maybe playing a round at Holiday Park, or at the city dump.

I'm just glad they managed to save potentially 30-40 mil, and hope they will use the surplus wisely. Sorry if I sound like a CAVE! Just my opinion.

I have to agree with you on this dsim249, I think it would be a waste to over embellish it when we could build an overpass or two within the city or spend this money on say more street beautification downtown.

yeah dsim249 i know what you mean, its not in a location that would warrant many adoring eyes for now. but at some point the city will grow and who knows what is going to be built around that area. maybe its just me or a small group of ppl within the city, but i am not a fan of the city always opting for simple functionality, which the seem to do most of the time.

But yeah if that money could go towards something better down the road like making a spectacular new traffic bridge that that would be a signature part of our bridge collection then that would make more sense. I sure hope they do something good with that one.

My thoughts also. The new Traffic Bridge has to be THE signature bridge in town, not the south bridge.

While I agree with your points, I was under the assumption that due to the surplus, the funding money goes back to the Feds. Any word on that or do we keep the surplus?

So it looks like the Federal government will get some money back, either way, I think the city has a considerable chunk of change left to deal with.

Does anyone know the amounts contributed from the Feds versus the Province? It would probably go back to that time Harper was here to announce the funding for the bridge.

The pedestrian bridge is disappointing. I would have preferred an unobstructed view of the sky. No sunlight = cold and uninviting. The thinking was probably pedestrians won't use it anyways so it doesn't matter or maybe they thought protection from rain and snow is a higher priority...

Sounds like a decision has already been made on where to allocate the savings.

I definitely agree with you on that also. But I really can't see there being much development around that area. To the North and South of the bridge, there are golf courses, to the East is Diefenbaker Park, and to the West is the Power Management Area and the city landfill. It seems to me, that simple functionality will be adequate for this particular location.
