I still don't see the point in leaving the top of the top crystal open instead of being enclosed in glass.

^ I don't know, at one point they were talking about putting broadcast equipment up there. Of course, you never see it in the renderings...

Still might happen now that Tower 1 will not have any.

I doubt that whatever would go up there would be a replacement for the Freedom Tower's broadcasting capabilities. For one thing, the broadcasters would have to pay for either one. But initially, it was stated that all of the WTC towers would have various broadcasting capabilities.

Not sure if this was brought up in this forum or any other new WTC forums, but did anyone happen to sit through the Vin Diesel movie Babylon A.D. Theres a scene at the end of the movie showing the completed WTC complex. You get just a brief view of the Freedom tower, But a longer view of this building. Pretty good cgi for that scene. Sure as heck not easy sitting through the rest of this movie.

Wikipedia says something about that top section being an antenna. Which I never knew till now. Either way, Looks like this will be the last one built, if all. And its ashame. Building 2 and 3 are my favorite of the new wtc.

WTC owner says $300K-a-day penalities almost over

August 19, 2009

NEW YORK — The World Trade Center site's owner says it will soon be able to stop paying a $300,000-a-day penalty for missing deadlines to turn land over to the site's developer.

The Port Authority of New York and New Jersey says it will turn over the land in the next few days to Larry Silverstein, who is building three towers on the 16-acre site.

The agency was penalized $300,000 a day for missing deadlines set in Silverstein's lease.

Port Authority Executive Director Chris Ward told City Council members Wednesday that the final turnover will "start the clock" on Silverstein's obligation to build the towers.

The agency and developer are fighting over the developer's lease to rebuild at ground zero and how to finance the towers.

Amazing building. Modern architecture at its best but its doesn't fit with the other towers. But I would love to see it built in Manhattan somewhere.

Great news, I knew Silverstein would pull through, he wants these towers built for sure and soon. I wonder when they would start construction.

It's good, but this doesn't end the battle with the PA, and they still won't start construction until a deal is made...

Right. And a deal may never be made, but a decision reached for them...

After negotiations between the parties earlier this summer went nowhere, Silverstein moved related discussions about the site’s timetable into formal arbitration. Silverstein is seeking to recoup all $2.75 billion paid to the Port in rent and insurance proceeds since 9/11, based on the Port’s inability to deliver key infrastructure, such as the PATH hub and vehicle security center, a rebuilding source said two weeks ago. That money would then allow Silverstein to build the towers without the Port’s help.

Port Authority hands over last WTC parcel
The move puts an end to the $300,000-per-day penalties the Port Authority was paying Silverstein Properties over delays in delivering land at the World Trade Center site.

By Theresa Agovino
August 24, 2009

The Port Authority of New York and New Jersey on Sunday turned over the last piece of Larry Silverstein’s portion of the World Trade Center Site to the developer, ending the $300,000-a-day in penalties it was paying because of delays in delivering the land.

Under the terms of the lease, Mr. Silverstein must complete all of his three towers by 2014 now that he has received all of the land, or forfeit his towers and parcel.

But that timetable could change. Earlier this month Mr. Silverstein said he was taking the Port into binding arbitration over its failure to deliver the sites on time, which he says has prevented him from securing financing to build his towers. The Port had initially only agreed to finance one tower and then later offered a plan to back a second. However, Mr. Silverstein said the Port’s terms for the second tower would be impossible to meet. Arbitration is expected to start in October, said sources familiar with the situation.

The Port has paid Mr. Silverstein roughly $125 million in penalties because of a series of delays in turning over the developer’s three parcels, starting back in December 2007. According to Mr. Silverstein, the cumulative delays across the three sites totaled 999 days. Yesterday, the Port delivered the site for Tower Two, which Mr. Silverstein said was 419 days late.

In a statement, Janno Lieber, president of Mr. Silverstein’s World Trade Center Properties, said he was pleased that the site had been turned over but expressed concern over reports that other projects at the site remain behind schedule.

For example, a preliminary report by the Lower Manhattan Construction Command Center found that every major project at the site was unlikely to meet its deadlines. The report said there was only an 80% chance that the Freedom Tower will open by 2018. Ten months ago, the Port Authority said the tower would be finished by the end of 2013.

Likewise, the Port promised that part of the Sept. 11 Memorial would be open by the 10th anniversary of the attacks. The LMCCC report predicted that there was an 80% chance that the memorial’s plaza wouldn’t be finished until May 2013, and that it could be delayed until January 2014.

In a statement, the command center said that the report was only preliminary, and that these dates should not be considered valid until the ongoing review process is completed. But when the report came to light earlier this month, a Port Authority spokesman said that the agency is on track to meet the deadlines the agency laid out last October.

I don't really see how this could not be good news, Silverstein is now more in control and is determined somehow to get the towers built within the next four or five years.

Honestly I think all of this "they won't be competed until 2030" is about as reliable as the whole "WTC1 won't be completed until 2018" thing. Silverstein is an old man and probably won't be alive in 2030. If you say an agreement can never be reached then how will they be finished at all?

Silverstein would be one hell of an old dude if he were still alive in 2030.

Anyway, this news makes me a little nervous. He needs to find financing soon so these towers can get finished before he has to forfeit the land. Hopefully the economy will be in full recovery mode by 2010.
