Look, you said the light was red. If you're legally blind, and there's no audible tone, then you can't tell, fair enough. So you are saying there is no possible way for you to tell what the light colour is. I would never risk a road crossing in such a situation. End of story. I don't understand the argument you are trying to start here.

I noticed the light was red when I was half way across and the car flew by, but not before that time.

As a driver, my first instinct if I see a person with the white cane crossing the street even though it's my right of way is STOP.

But if they don't have a white cane you keep going? How about if there's an animal there?

Well excuse me I didn't think I have to list everything I stop for. We're talking about blind/visually impaired people here, but I'll also stop for children, elderly in general, blind people with the white cane, blind people with a guide dog, people who look like they may be visually impaired but don't have any of those two things, pregnant ladies, homeless people, drunk people, drugged up people, teens, children, babies, crawling babies, dogs, cats, crows, guinea pigs, squirrels. I may not stop for mice or anything smaller though, then they get too small to see.

Little known fact:

The audible pedestrian tones that vary between "Beep Boop" and "tweet... tweet" (that's that they sound like to me) are [generally] consistently at every intersection.

One sound is for North/South crossing and one sound is for East/West.

Yes, and we were talking about following the rules, not general safety and observation, so what's your point?

I sent Bombardier an e-mail a while ago asking what type of third rail SkyTrain uses and whether SkyTrain was proprietary. Here is their response

The SkyTrain uses side contact. The SkyTrain has both third rail and fourth rail for power collection. The fourth rail is used for current return as opposed to using running rail as return. The fourth rail is used to avoid current corrosion. The power collector assembly on the bogie makes contact with the third and fourth rail at the same time. ART can also be designed to use only third rail. AirTrain JFK in New York uses only third rail.

ART is NOT proprietary. Another manufacturer can make a train that could run on SkyTrain tracks. It is correct that we faced strong competition from Rotem and Kawasaki for the KL expansion project. They offered trains that could run on the existing KL infrastructure. KL also has the same fourth rail arrangement as SkyTrain.
