In theory...but...
Intransit has 35 year contract, therefore when they do their calculations they assume the life of the project is 35 years...in real life though the life of the project can be a 100 years. I think everyone can see how this can be a problem and lead to a underbuilt system.
Regarding Translink, politicians are not overly concerned about what happens in 35 years, especially when they can conviniently lay the blaim on a 3rd party like Intransit, which by the way can in the worst case scenario convenietly disapear and take all the negativity attached to its name with it. Again its not a setup that will stop a system from being underbuilt.
Not to mention that even the CEO or managment team of Intransit or Rotem is going to be too concerned on what could happen in 30-35 years.
Now im not saying the Canada line is underbuilt, it might seem like it but I dont know, like you said we arent experts. But than again I dont exaclty have a hell lot of faitrh in Intransits and transliks research and their ability to build the Canada line properly(capacity wise and quality of construction wise).
