Is this a good thing? Having all this possible activity downtown relocated to the perimeter of the city? I'm not saying I want to say walmart downtown etc, but I sure hope these developments aren't taking away from the downtown.

Now, the bench does look like a huge Ipod, but, there's no reason why it couldn't look like the above Mexico benches, or any other variation of bench design. We could also incorporate sound responsive LEDs, thereby creating visually appealing, dynamic aesthetics.

Two of the biggest private developments in the province, both slated for downtown Saskatoon, are awaiting a crucial change in provincial legislation to allow them to move forward.

Stoneset Equities is expected to start construction of an $80-million, 28-storey residential tower next to the police station this summer, while Lake Placid Developments CEO Michael Lobsinger has told the city his company has secured financing on his $200-million-plus Urban Village.

But both projects need a change in legislation that would introduce "strata" land titles to allow for separate condo corporations to operate on the same site. At present, land titles can only be issued for one condo corporation for each parcel of land, which can hold up financing for multi-use developments.

Stoneset's project, The Lighthouse, will combine market-driven condominiums with shelter and assisted living units above an underground parking lot and retail space.

"The way it sits now you're only allowed to put on one condo title," said Stoneset CEO Tony Argento. "It makes it really difficult, especially when there's going to be some retail and commercial development. Strata titles allow us to segregate so each condo company can have their own fees and their own board and manage themselves."

Similar legislation has been passed in most other provinces, said Crown Corporations Minister Ken Cheveldayoff.

It would also bring about changes in how land titles are issued for parking garages, which would likely receive separate strata titles if the legislation is passed.

Cheveldayoff said he expects the legislation to be brought forward this spring as his office and the Justice Ministry are working on drafts and studying other jurisdictions. But the need for the legislation has been accelerated by the Lake Placid project, he said.

"Anyone who attempts to bring $207-million to our city and our province, I think deserves any co-operation they can get from government," Cheveldayoff said of the Lake Placid project. "I've made it a priority to ensure that this goes forward."

Lake Placid Developments has paid two downpayments for the site south of 19th Street, across from Persephone Theatre, and is paying interest on the amount owing.

The company plans include a hotel, condominiums, retail, office space and a parking garage, so strata legislation is needed.

The developer has assured city administration it has financing in place for the project and is awaiting the change in legislation, said Mayor Don Atchison.

"It's not just about Lake Placid, it's that we want to get caught up to the rest of the nation," Atchison said.

There has been increased demand for this type of land title as more out-of-province developers -- who are used to strata land titles -- have eyed Saskatoon for large projects, said city solicitor Theresa Dust.

"It's a different way of designing and financing and selling off buildings than we are used to in Saskatchewan," she said. "The city has alerted the province to the fact that we expect more of this."

Stoneset's Argento, who expects the "bubble" surrounding the Saskatoon economy to continue, said the legislation is crucial for Saskatchewan to attract outside developers.

"I think because of the way the whole economy is going in Saskatchewan you're going to get a lot of development happening," he said. "You're going to run into these type of development issues more and more so I think the time is right to get it done now."

We have to remember that Stoon has never experienced projects being built to this scale so we have bizarre laws which make things difficult, Calgary, Vancouver and well everywhere went through the same thing when they started a bit of a building boom. The gov. would be well to bluntly put it, stupid, if they didn't change laws in favour of larger developments.

Hahah that's great! Yeah those Dutch are way ahead of times. When I visited there there were countless things among the city (and i'm not even counting any of the red light district stuff) that you would never be able to have in Canada because you know they wouldn't pass due to weird laws or one person complaining...

What I loved the most about Europe (especially making it the easiest to enjoy and get around for a visitor) was the fact they had dirt cheap bike rental booths EVERYWHERE in major cities. Put in your credit card take a bike and return it at any other bike stand. Near the river here would be an amazing place to have that but you know if would be a losing investment due to limited season, theft and high maintenance.

A Walk Around ... City Park 3

Last set covering City Park...

City Perk coffee shop on 7th and Princess was bought by new owners and totally re-modelled last year.



Pro Print and the Zu.com web shop {are moving/have moved/will move} their Duchess St. location to new digs in the old A&B Sound store downtown.



Stylized teepee above the entrance to the First Nation University of Canada building off of 7th. For an alleged University campus, there never seem to be anyone here. Given FNUC's well-publicized problems, I wonder if this building would be better served as a magnet K-12 school of some sort.



Old City Hospital nurse's residences on King St. that are now condos and listed on the city heritage register. You can usually snap one of these up for around $175,000.





New upscale men's fashion store on Duchess and 6th: The Dresser.

More signs that the Hotel on Pacific Ave is proceeding... I hope we get a better rendering soon as it looks like this one is a go...

An application has been submitted by 101095233 Saskatchewan Ltd. requesting that a portion of the former laneway be rezoned fiom a B3 District to a B6 District. The applicant is pursuing the purchase and consolidation of the newly closed laneway with the adjacent property at 101 Pacific Avenue in order to accommodate a hotel and multiple unit dwelling development. This is good to see, a hotel would be the ideal development for that corner and I like that they are going to be including residential development as well. This will help anchor the south end of the warehouse district and perhaps begin a revitilization of pacific ave and wall st.

Bus Ridership is Up
Monday, 30 March 2009

More people are taking the bus in Saskatoon.

A report will be shown to City Council that says transit ridership was up by 5.2 per cent. Last year the transit system gave over 11 million rides. Ridership has been increases for four years.

The city says the UPass and Discounted Bus Pass Programs have contributed to more people taking the bus.

Mixed Reception to 3rd Ave Plans
Monday, 30 March 2009

The city's plans to reconstruct 3rd Avenue have been met with a mix of responses.

The number of potholes around the city this time of year has some people wondering if the money could have been better spent elsewhere.

City Councillor Charlie Clark defends the move, he says he has been hearing about the need to do something about 3rd Avenue since he started in 2006. He believes the changes will help make downtown stand out.

He added that the money to reconstruct the avenue comes from parking revenues, not the city's infrastructure funding.

Kinsmen Park Ferris Wheel
Monday, 30 March 2009
Saskatoon's Kinsmen Park may look different in the near future.

City Council will be looking at a report that says the ferris wheel should be decommissioned and removed. The brakes need to be replaced, and attendance in general has been falling.

City administration is suggesting that a new ride be put in its place, and would like to look at the possibility of having U of S or SIAST students work on the wheel.

Regardless of peoples opinions I know we all agree the 3rd Ave. reconstruction is VERY well spent money for the city and when it is completed everyone will be quite happy it was executed.

It's good to see ridership going up, maybe the city will start to think of a more transit oriented future growth map rather then km of paved roads and dollars wasted to useless infrastructure?

I would reallylike to see the ferris wheel fixed up or perhaps replaced with one that is large enough for people of all ages to enjoy. Amusments like this within the downtown really make it enjoyable and not to be tacky but give it that magic that people really appreciate.

Heard last night on Global News the Mendel has decided to scrap their addition plans, and be part of a new "Saskatchewan Art gallery" located at River Landing. Official announcement to be made Friday. I wonder what will happen to the Mendels' current location?

If that report on the Mendel Gallery is true, I think it could be a nice addition to River Landing. The Mendel is an outstanding public Gallery and is often reported as one of the highest used per capita in Canada. I believe a HUGE reason for that is that there is no admission fee (rather a donation box is available). This makes this wonderful facility truley accessible. My hope is that this access will be maintained in the new location at River Landing. However, I fear that as part of a 'larger' gallery concept, they may be forced to institute an admission fee. I guess we will just have to wait and see.

I also hope that the design of this new building will also be representative of a great Canadian/Saskatchewan gallery. It is an opportunity to do something a bit avant garde...but I am not holding my breath!

The 2009 Road Construction Program PDF has been posted here.

Nothing too fancy: more taxpayer-subsidized sprawl, major sewer/road resurface/traffic improvements lined-up for College and Preston, major work in shoring-up the riverbank by the Uni Bridge, streetscaping to be completed on 25th between 1st and 2nd Aves, and of course, the 3rd Ave project.

I've never heard of this Saskatchewan Art Gallery concept before. Perhaps the Mendel could be an exhibit hall within a larger gallery? It must be a tough decision to abandon the current building...
