That could work. The ramps will need to be longer onto WB 80 - but I think nearly any new option will do that.
As far as connection to EB 80 / SB 215 they'll either need to build a fancy braided ramp system to let people connect to both freeways - or simply connect to one freeway or the other exclusively. The on-ramp is too close to the freeway split to give drivers enough time to change lanes.
Right now I'd say going from 27th to SB 215 would be smooth, but FHWA doesn't like left-exits, so that may cause a bit of trouble connecting NB 215 to 27th South. They could connect WB 80 to 27th South, but that'd be a bit funky in terms of one side connecting to 215 and the other to 80.
