Likely additions will help ease pressure on the city's tight office space market

Plans for at least one, and possibly two, new office buildings downtown should be announced by the end of 2008, a commercial real estate expert forecast Thursday.

The likely additions to Saskatoon's skyline will help ease pressure on the city's tight office space market, said Tom McClocklin, president of Colliers McClocklin Real Estate Corp., which presented its real estate forecast and review Thursday. The city's vacancy rate for commercial space is 5.14 per cent, the same rate Edmonton was at in 2005. Alberta's capital announced plans for a new downtown office building late last year.

"If you compare our market with those across the country we've reached a point where it's just the next logical step," McClocklin said. "I know there are various people looking at it right now, people considering it, lots of people who've said they want to do it, but everything has to come into line - the economics, the timing, the tenants."

There's room downtown to build a multi-storey office tower, McClocklin explained, adding older, smaller buildings could be remodeled for a large project. If the forecast is accurate, it would take between two and four years to build each tower after plans are announced. Rumours about one potential tenant, he said, have been making the rounds for some time.

"I'd love to see, obviously, Cameco (Corp.), they would be fantastic for downtown Saskatoon, they would help bolster the economy downtown," he said.



Cameco a natural fit

In a conference call interview earlier this week, Cameco CEO Jerry Grandey said the company is "busting at the seams" and is trying to find space for its employees. A three-storey building is going up across the street from Cameco's 11th Street office, but it's intended to be only an interim measure, said Grandey. He adds moving downtown is a possibility if the company can work something out with developers.

McClocklin believes there's demand for a multi-purpose office building as well.

"Kind of your standard office building," he said. "That's what we will likely see happen as long as tenants are willing to pay rental rates."

By the end of 2008, rental rates in existing buildings will be between $15 and $20 per square foot, according to the forecast. To cover construction and material costs for a building, tenant rates in any new facility would be at least $30 per square foot, McClocklin said. In Calgary, tenant rates average $50 per square foot for new construction.

While there is some space available downtown for smaller businesses, larger operations are presently out of luck if they're looking for space in the city's core, the president explained.

Building an office building downtown will only boost the area's profile, said Terry Scaddan, executive director of The Partnership, a downtown business improvement district organization. The idea a developer will build an office in the core isn't unusual, he said.

"It is absolutely realistic to expect that there could be good office space constructed in the downtown sometime starting in the next six months to a year," Scaddan said. "I would be more surprised if there wasn't a new tower coming up, just because of the things that are happening."

Good for business

The more people who work downtown, the more customers for businesses in the area, he explained. He said a new workplace could also draw more residents to live in the core - a project The Partnership is working on.

Randy Grauer, the City of Saskatoon's development services manager, said infrastructure is in place for an office building development downtown. Grauer, who attended the company's forecast event, agrees with McClocklin's view the development of at least one new building will start within the next 12 to 24 months.

"It's certainly consistent with our long term planning strategy to have a very strong and vibrant downtown and so we have the infrastructure in place and the planning framework in place to accommodate downtown office construction," Grauer said.

No building permits for new office space have been issued, but people have been asking about a project of that scale, he said.

I'm not the biggest fan of an office tower being built in that location. I think that any new towers (and any new tallest especially) should be built in the "central" part of our downtown around 22nd Street near Saskatoon Square, Saskatoon Towers, etc. The parking lot at 22nd and 3rd Ave. is the first choice on my list. The former Extra Foods site across 3rd from there being my second choice. I'd like to see new developments with considerable height built in a tight cluster rather than spread right out between 19th Street and north past 25th Street.

Their 11th street development was reported by Global News to be 68,000 sq ft, and underground parking (just one level by the looks of the site). Then add the space they are converting at the former Ashley/Konto Furniture building on 2nd Avenue, reported by the media to transfer 90 employees, possibly 25,000 sq feet for that project(there is another tenant occupying the upper level???). But think about this: The 1.7 million square foot Bow will house all of Encana's 3300 employees, a ratio of 515 sq ft (quality space) per employee. If we use the same ratio for Cameco's operations, using 500 employees (assume growth) we end up with 257,500 sq ft.

Note: According to some estimates, an average of 250 sq foot per employee is the value consistent with the 10 year historic average of the Calgary market.

"Average Class A downtown office rents in Calgary rose to $43.03 per square foot from $42.53 psf in the last quarter of 2006, the highest average rents for that type of space in Canada; Edmonton average rents in the same period jumped to $18.83 psf from $16.19 psf, while Vancouver average rents rose to $27.24 from $26.43." Source (page 2 of 4).

Saskatoon office rents are also much lower. Review the following commentary from July 17th, 2007 Star Phoenix article.

"Overall lease rates in Saskatoon are up nine per cent in the past year, says Colliers McClocklin president Tom McClocklin, Jr., who adds that rental rates would have to double to around the $30 per square foot yearly to justify a new office tower being added to the downtown skyline.

Operating costs in Saskatoon are almost as low as the rents, with the total cost of occupying Class A office space in Saskatoon quoted at $23 per square foot yearly. By contrast, Calgary total quoted rent costs are $55, according to the Colliers McClocklin survey. In Regina, where government and Crown corporations lease a lot of the downtown office space, rent and operating costs total $24.75 per square foot.

"Our operating costs are much lower than Regina," McClocklin points out. "In fact, they are the lowest in the country. Taxes are about $4 a square foot in Regina and just $2 in Saskatoon." (Star Phoenix, 2007)

People have been asking about a project of that scale? What scale is he referring to? No mention of height or storeys in this article. Hmmm, they must be referring to the 30 storey tower, popularized by Mayor Don Atchison

I would much rather have one 30 storey tower over two smaller towers, but if quality is compromised with a 30 storey tower, I would much rather see two smaller towers.

Credit Union Centre Ponders Expansion

Expansions have happened throughout the 20 year history of Credit Union centre and the arena might be growing once again.

Executive director Ken Wood says the idea of an expansion is being tossed around.

He describes plans as "very much" in the feasibility stage but says another building would allow them to do more and attract bigger events.

Wood says the complex would have probably have "a couple" of ice surfaces. One that would have seating around it, the other more for rec hockey.

He says an adjoining building would be perfect for hosting things like the "brierpatch".

speaking of Credit Union Centre, Kayne West is coming to Saskatoon, with Lupe Fiasco,N.E.R.D and Rhianna. And even if most of you don't care, it still is a sign that our city is growing there for gaining bigger artists.

Who was the idiot that chose the location for the Credit Union centre? It probably would have done a lot of good had it been located in downtown Saskatoon!

You can say that again.

It pains me every time I make the trip out to CUC through the drab north end industrial, all the while thinking, "This COULD have been downtown!!!!"

And now there's plans to expand. I say stop all investment in the place, let it fall to ruin, then we get a brand new one *downtown* instead of this 20 year old hunk a junk jk...

It's a nice facility but I can't wait for its useful life to be over so we can start again and (hopefully) do it right. That will be what, >3 more decades?

New development plans for Saskatoon's south downtown may be in the works after the same company developing River Landing's Parcel Y project bought more land in the area.

Documents from the Information Services Corp. of Saskatchewan show Calgary-based Lake Placid River Landing Inc. (Lake Placid Developments) now owns two more lots on 19th Street East, across from land it's developing into a three-building urban village on the riverbank. One of the lots was the former location of the recently demolished Royal Canadian Legion building. The second, smaller lot is an adjoining strip of property.

Curtis Zwack, director of real estate for Remai Ventures Inc., confirmed Friday Lake Placid Developments purchased the former Legion site from his company in early February for an undisclosed sum. The other lot of land was reportedly bought from a second private developer.

"Michael Lobsinger (president and CEO of Lake Placid Developments) had approached us to buy the Legion property because he felt it was important to him in his development of River Landing Parcel Y," Zwack said in a telephone interview from Calgary.

Remai Ventures purchased the Legion lot in early 2007 for a reported amount of about $1 million, although the company has never disclosed the purchase price. Remai Ventures had also purchased the Parcel Y space for the development of a hotel and mineral spa for $1.6 million, but decided in February 2007 to abandon the plan and allow the City of Saskatoon to reacquire the land for the original purchase price.

"We're glad that things are moving forward on River Landing. I think Lake Placid has a very exciting project and we're happy to support that by selling the Legion land to Lake Placid," said Zwack, giving no details of new plans for the site.

Lobsinger declined to comment about the purchase or any development plans on the company's new property. In an earlier interview with The StarPhoenix, Lobsinger said Lake Placid's Parcel Y development was "the best development project for the province and for the city of Saskatoon."

The developer will either incorporate the land into the urban village design, or use the space for a separate project -- both options subject to approval from city council, said Alan Wallace, manager of neighbourhood development with the City of Saskatoon. The company recently received sale agreement approval from city council for the existing plan, which includes a 20-storey residential building, an eight-storey hotel, an eight-storey retail building and a four-storey office building.

"Since they've purchased the Remai site, we're expecting them to come back with a new set of drawings, so we're basically waiting for them to make the next move," Wallace said.

Wallace also expects Lake Placid to be interested in a city-owned public lane that runs behind the Legion site, though no inquiry about its purchase has been made. Wallace isn't sure of possible plans for the site, but suggests the city will likely approve of any changes.

"I think we would be pleased if there's more development in River Landing, whether it's by itself or parcel Y," he said. "When Remai bought it they had plans to develop it, so obviously we would be supportive of any development that went in there that met guidelines."

The existing Parcel Y sale agreement remains subject to Meewasin Valley Authority approval.

The .pdf below gives a good overview of the parcels of land now owned by Lake Placid. The bolded rectangle is the former legion building, and the strip of land may be the piece between it and the extension of second ave. Also shown is the lane that Allan Wallace was suggesting they might purchase.

Also of note, the surface parking lot on the other side of the 2nd ave extension, which was recently sold, is labeled as the "Princeton Site". Princeton Developments is the company that tried to get a project going on Block 146 (current Galaxy site) for years.

What are some of Princeton's noteworthy developments in Saskatoon? (besides it working with Cineplex to get the Galaxy built on Block 146)

I'm assuming Princeton Towers is one of theirs... are there others?
