I agree with the sentiment that urban development should be occuring allong the 25th St. extension. I would like to see that entire area revamped

Here's my theory of where and when Cameco will relocate:
Fact: Cameco is currently constructing a building ($20 million) on a property just across the street (westward) from their current head office on 11th Street.
Fact: The City of Saskatoon will soon begin construction of the South Bridge and all the connections to South West (Holiday Park Industrial --> Cameco property more accessible) and South Central areas of the city.

Theory: After the South Crossing is completed (time line 2009-late 2011?), Cameco will market the property with the increased access for South and East communities...increased access = property value increases = time to sell???
So given the above line of thinking, Cameco will look to begin construction of their new downtown office ~ 2010-2011 and assuming at least 30 stories maybe 2-3 years to build with a completion of 2013-2014??? That's 6 years from now....take my predictions with a grain of salt as I know little about development, resource markets, corporate investment, etc
As for location, I'm going with SP columnist Murray Lyons suggestion that Block 146 (property South of the Galaxy theater) is a good potential candidate for a new office tower to house Cameco Corp.
