if it's a retaining wall that will be used as part of the building foundation, then wouldn't this still qualify as offficial construction under the definition that construction starts whenever permanent materials for the structure of the building are placed in the gorund?

Just got back from 353 N. Clark site. They are definatly drilling. 4 medium size cassions pipes already in along LaSalle street. I was a little suprised that they were this far along. Anyone know if the just put in the guiding pipe and then go back and drill deep?

Lots of Biger material in staging areas. They were still putting togeather a 2nd cassion crane. This one is heating up - so can it go to U/C?

TUP, thanks for the stuff on the New City Y development. Architecture looks rather like a snoozer: coming from Structured, I had hoped for more. But the amenities sound nice and obviously the density increase is welcome.
