The DOB specifically deals with real numbers. At that point, its beyond any approval, and just what the developer intends to build. All plans have to be reviewed for any type of construction in the city, but if you want to know what's really being built, it's in the DOB that you will find it (for example, actual number of floors). Of course, everything is subject to change by developers, at which point that would be reflected in the DOB documents. But there are a million things they are looking at, and the few documents they do post for the public to review take time. For example, the zoning diagram for 625 Madison is still for the 1,300 ft supertall. We know that's since been changed.
As far as the FAA goes, they will give both structure and elevation heights. But they do it a little differently now than they used to. Sometime the BMU height is given as the structure height. Sometimes it is filed separately. But this one hasn't received final sign off like the other supertalls, so it just feels like a delay.
