That's pretty typical these days. When I was in the market for a condo recently, most newer builds had their strata suing the developer/insurance over defects. It's the only way to get money out of them. My strata sued the developer too and it was settled and paid out.
However, the elevator problems I've heard about from a friend living in that building is still a bit perplexing. Two months to fix a broken elevator is a bit crazy considering it's not from an exotic brand. My building also has Thyssenkrupp elevators and it's always fixed with 1-2 days when broken.
