I just googled it. Lagimodière Blvd/Rt 20 has been the city's responsibility since Unicity in 1972. IIRC the province chipped in for regular maintenance until the NE section of the perimeter (Dugald to 59N) was completed, as it did serve as the major provincial truck route before the Perimeter became a full ring road.

The city manages between Headmaster and Warde.

No different than the Trans Canada Highway city route. City pays the cost for maintaining the 5 different streets that make up that route.
