I think the post-war economic trajectories probably played a bigger role.
While the City of Chicago did not directly participate in the Mexican Repatriation program during the Great Depression, the depression itself led thousands of Mexicans here to self-deport back to Mexico. Estimates say Chicago's Mexican community went from ~25,000 in 1929 down to ~16,000 by 1938.
