It's interesting to consider this development story with HRM by Design and the Centre Plan, and the folks who say there never was any limiting effect on development in the urban core (i.e., it was easy enough to build and the amount that happened simply reflected demand at the time). This dynamic used to be the norm around HRM, although there were some older development agreements that allowed some developments to proceed more easily.
