I've experienced both (mostly on Skytrain). It's generally been during a short trip for me so I don't bother saying anything.

) I think the one that annoys me the most is even when they wait, many people crowd outside the Skytrain door when it stops on the platform - so people have to push by them to leave. In the past I messed with a few people by taking a step outside the door and then stopping, which has forced them to take a step to the side so I can continue walking. I might have to do that again...
