The difference is that to allow for accessibility is slightly above the bare bones, cheapest possible solution that typically goes into these developments. And the money doesn't work..
In general, an accessible suite is about 25% larger than a typical one. It can be impactful. They also require special millwork and washroom fixtures that are specific to wheelchair users. This makes them difficult to lease to the non-wheelchair users. The fact that they have 25% accessible is amazing.

It was mentioned that CoHabit had to withdraw because the severe nature of the disabilities they support required a large main-floor communal space. Accommodating this would have forced the parkade to be built two levels underground, which was not economically feasible. In the current iteration, part of the main level is used for parking instead.
