MIQ says the estimate is based on the cost of 10 other projects in Canada.
The Feds are covering 100% of the study costs on the Ottawa side. No one would expect Quebec to pay for any infra work in Ottawa. I'm not sure it was confirmed Feds would pay for the Ottawa side, but it's implied. If the Feds want to own Wellington, make the tram secure, avoid wires, seems logical they would pay.
