Money is being spent in and around Winnipeg on major structures in recent times. 59N floodway bridges. St Mary's floodway bridge. Etc. Could transition that to 101.

The South Perimeter used traffic projections to 2048 to inform lane requirements and interchange designs. Even if the province went all eggs in one basket and focused on 100 exclusively (I would disagree with that decision), there's still the following left before it can be considered a freeway:
St Annes/Rail line
Kenaston / Waverley south
330/ Rail line
Symington
Wyper road / CEMR Carman
8E (between McGillivray and 330).
Even if the last three on this list are turned into RIRO and cross traffic is eliminated, that's still 3 major projects. Done sequentially - not simultaneously - at 4 years each starting in 2030 when McGillivray is finally done, that takes us to 2042 at probably a billion dollars.
Add in the last three and we're at 2052 and 1.5 billion dollars.
There's also without considering the ramp reconfiguration needed for Pembina, Wilkes, and Portage interchanges.
So yea I hope we can get some momentum and get multiple projects rolling at once.
