I think that's in the plan forecast but I'd have to check again.

Any guesses as to what this could be for? MB Budget 2026 just released today has $22.5 million earmarked for TCH twinning. It seems like too much for a design study and that's already ongoing, but also way too little for any roadwork or even the interchange rehabs/reconstruction.

Page 28

https://www.gov.mb.ca/asset_library/en/budget2026/budget2026.pdf

Other notable pieces for this thread, Carberry interchange design study is in there for $4 million, Oak Bluff interchange, and 4 sections of passing lanes on PTH 8 to Gimli.

The $22m will be for design, consultations and geological testing.

$22m doesn't seem that much on a $500m+ budget

I would think this would likely just be for the conceptual plan. My guess anyway. 5%

Functional Design - Possibilities and general layout (Done)
Conceptual Design - Refining the actual layout - identifying issues - general budget estimate
Preliminary Design - Staring the actual planning and design - refining budget estimate
Design Development - Refining design and budget
Detailed Design - Essentially construction documents - final budgeting for tender

I know you know all this Drew.

I was thinking of the PTH 8 passing lanes mentioned above. Not PTH 6.

That's a pretty vague $22 million towards twinning of PTH 1. The latest Notice of procurement for owners engineer was this.

If it's $22 million just for 2026, they're doing land purchases or some actual work like testing and drilling. $22 million would be a lot.

If it's $22 million allocated over the next number of years, it could be to cover that owner's engineer role.

Edit: Ah biff added this info to his post.

In the SouthEast Corner of Winnipeg, I feel like the road layout should be done similar to this. I remember looking at the plans for replacing the overpass for Fermor Ave with options to realign Fermor to bypass the Business Park, or just simply replace the overpass. I am for the idea of realigning the TCH to bypass the business park because it would connect to the future Abinoji Mikanah Expansion.

One flaw is that they've been planning to connect to expropriate through the Navin Acreage. I feel like it would be better for them to expand AM south of Navin Road to expropriate less properties. And another flaw is that if they bypass Fermor, there won't be very good access to Plessis Road/ Edward Schreyer Parkway.

These designs I decided to have Abinoji Mikanah connect seamlessly with Highway 1. The current Plessis Overpass would be knocked down and either have ESP go halfway between Plessis Road and Symington Road, or just a bit West of Symington Road. The segment of Fermor Ave between ESP and AM (North of the Tracks) would be downgraded to a Business Park arterial analagous to Scurfield Blvd.

As for the local roads, most of them would be severed except for wherever there are residential properties. Plessis between St Josephs Road to Abinoji would be closed, along with Navin between Plessis and West of Symington Road.

Overall, I think these designs would be more futureproof for future development. I always thought it would make sense if TCH 1 would connect with Abinoji Mikanah. And AM at ESP Intersection has more room for future Interchange flexibility. Above all, Abinoji Mikanah (TCH 1) East of ESP would be able to maintain its 100 km/h speed limit. Plus, this design would be great for drivers who are willing to go to the Airport as it connects directly to Route 90.

The flaw with this idea is that it would be harder for drivers who want to head to downtown. Going EB on AM, you'd go slightly North on ESP and turn left to go to Fermor Ave. OR maybe for simplicity, maybe AM between Perimeter and St Annes Road could carry the TCH 1 designation. St Annes Road would be marked as TCH 1 North of AM all the way to St Mary's.

I wonder if 75 @ 305 in Ste Agathe would be a good place for Manitoba's first RCUT? I feel like that would make far more sense than at Carberry. I don't go that way often, but because Ste Agathe appears to be residential and I cannot really see any agriculture traffic crossing through town. Since it mostly serves a business park and residential areas, this is one of the better places for one.

Simple Diamond there problem solved. The land is all set aside for a diamond interchange.

Simple rule that we should apply to all highway building:

If twinned road need traffic control at intersection: interchange. If no money for interchange, cross road not important enough to connect.

By the way, does anyone know if the province intends to repave the southbound lanes of PTH 12 from the seine river diversion to the north side of Steinbach? Last year they did the northbound lanes, and arguably southbound is worse. I read that both sides were supposed to be done last year already, but they packed up in July or August and never started the other direction.

I totally agree with that. It should apply to all main Highways across Canada.

But at the same time, the Intersection may not warrant an Interchange, but some improvement is still needed. The Intersection does have some flaws; It's missing a right turning lane from EB 305 to SB 75. And the Intersection does appear at a curve, which can make it harder to see cars coming from further away.

But yeah, a Diamond Interchange shouldn't be too hard to put there. But the issues are that there is a Ritchie Bros on the NE corner, there is not much room for a ramp on the SE side, but doable. The NW corner will need to expropriate a bit of Cheyenne Park and realign the service road. The SE Corner is free for a Ramp. Not too hard, but will require some land purchases.

I cant remember where I saw this exactly. But it was related ot the latest accident there. And an overwhelming number of comments were just to close the intersection to cross traffic and use the overpass further north. This was from locals who said these idiots shouldn't have drivers licenses. And just to close the intersection to cross traffic.

It's out for tender right now. It closes May 7th.

Easiest solution is just to make it a half median for left turn traffic going off Hwy 12. For those wishing to go NB 12 from EB 210 should have a U-turn. It would be the safest and most cost effective, while not having to redirect traffic onto Owens Road. And residents would likely Nimby it if there was Highway traffic on a local gravel road. While closing the Intersection would be best for simplicity and traffic flow, Partial RCUT would be the easiest. And it's not like there's a crazy amount of agriculture traffic.

The areas where RCUTs work are in areas that are mostly residential or suburban as opposed to constant agriculture traffic. So I feel like 210 is an appropriate place for it, not Carberry of course.

The crazy thing is we don't even need full interchanges. Why not have some roads connect EB, some roads connect WB but not cross? Why not use Michigan Left (and other control measures) to control access and reduce risk?

It's really too bad the government didn't back MB Highways on the plan for the Carberry intersection. Because that could have been applied effectively in a lot of regions.

For sure. I get it that we need Interchanges, but we shouldn't wait until a tragedy happens before fixing it. Carberry is different because it's constant agriculture traffic (not just 18 wheelers, but tractors or low speed machinery crossing the Highway). But Ste Agathe, along with 12 @ 210 in Ste Anne is mostly business and exurban. Therefore I feel like in suburban/exurban areas is where RCUTs work best.

I feel like with a Tight Dogbone Interchange at 305, this could be a inexpensive solution to get a bridge built quickly. While Interchanges do take more planning, I think since there is some ROW, it wouldn't be too bad. It's just that forced geometry can limit futureproofing.

Construction is getting underway on the new Perimeter Highway and McGillivray Boulevard interchange project.
Drivers should expect increased construction activity, reduced speed limits and possible delays in the area over the coming weeks as crews begin site preparation work.
No major closures or detours are planned at this time.
