Simple rule that we should apply to all highway building:

If twinned road need traffic control at intersection: interchange. If no money for interchange, cross road not important enough to connect.

By the way, does anyone know if the province intends to repave the southbound lanes of PTH 12 from the seine river diversion to the north side of Steinbach? Last year they did the northbound lanes, and arguably southbound is worse. I read that both sides were supposed to be done last year already, but they packed up in July or August and never started the other direction.
