Every single AC flight is crewed with at least 1 bilingual speaker on narrowbody and 2 on a widebody. So yes a simple YVR-YYC flight will have at least 1 FA doing French announcements. You'd also be surprised how many FA's are hired from Quebec to be based in YVR/YYC.
