That's an apples-to-apples comparison. Native speakers + 2nd language speakers (and NOT including foreign speakers, i.e. people who learned it as a foreign language).
Native speakers alone is a meaningless stat. By restricting to "native speakers", Henry Kissinger wasn't an Anglophone, and Mao Zedong wasn't a Mandarin Chinese speaker. You can see the absurdity of that.
