The proposed density is quite a bit lower than the Westbank towers. The site is opposite the seniors 'tower' and a big social housing site. There's been policy in the DTES to allow residential to replace the Kiwassa strip of warehouses that back onto the railway for many years, and Onni submitted a strata rezoning for a site a couple of buildings to the north, where they've had their concrete pumping business for years - but they haven't followed through with that yet. It's likely to face less problems in Council (although maybe not from the Strathcona Residents Association).
The DTES Plan requires the design to mitigate the noise likely to come from the rail line, and shunting. The plans to double track the line (and the grade seperation of Prior Street) were dropped. The Onni scheme had a 5m high concrete crash wall along the eastern property line, with the building set back an additional 10m from the eastern property line.
