Maybe it's not just to do with density.
Perhaps the rezoning also has to do with this part:-

The previous zoning was 'CD - RM3 and RM3r Multiple Family Residential Districts', which is Residential, and they seem to be proposing mixed use residential with retail or commercial at ground level facing Imperial.
Now it's worth noting that the City of Burnaby revised their OCP per provincial regulations, and that stretch of Imperial Street, running from Nelson Ave. to Merrit Ave. to the East where it meets Kingsway, has now now only been upzoned (previously limited to lowrise residential up to 3 storeys) to not only allow for towers up to 20 storeys, but also for mixed use - with a specific eye towards commerical uses fronting Imperial Ave., like this proposal is proposing.
Maybe the rezoning application is merely to bring the zoning in line with the not just the current TOD legislation but also the revised OCP.
