And I have heard they are still working on plans and schematics for the proposed commercial building. The building will be substantial (30 storeys).

It is only prudent to continue on with the planning and design process, so that you can be ready to move quickly if the funding can be worked out. Ongoing work behind the scene however does not guarantee that construction will happen.

Nothing is a sure thing until the tower crane arrives on the construction site.
