So a new land use policy, policy, for the DTES/Oppenheimer district has passed. Social housing component reduced to 20%, instead of 60%. If I'm reading the numbers correctly, shelter rate would be 20% of the social housing units, which would be 4% of the total in the whole building.
So up to 32 stories/11 FSR, but even if you build a 19 story tower, you still get 11 FSR, which is good news. Rental towers btw
I hope it is enough to entice developers to build there. FSR 11 is a huge improvement.

To help stimulate more housing and a healthier mixed-income Downtown Eastside population with middle-income workers and families, the inclusionary housing requirement for both areas has also been amended from 60 per cent social housing and 40 per cent market rental housing to 20 per cent social housing and 80 per cent market rental housing.
To better access federal and provincial funding for new social housing, aligning with the eligibility guidelines of senior governments, affordability requirements have been amended from one-third of the units at shelter rates to 20 per cent of the units at shelter rates and 10 per cent of the units at or below Housing Income Limits
