That "upgrade" was required because the bridge deck was corroding and needed to be replaced. The extra width was a bonus. There was no way to increase the number of lanes without tearing the existing bridge down and replacing it with a new one, which would have been an order of magnitude more expensive, at least.
I still think of how they were able to replace the entire deck of the bridge using only nighttime closures as an amazing feat of engineering. It wasn't just a resurfacing job, they actually detached the old deck sections from the suspension cables, lowered them down to a barge, hoisted a new section up and attached it to the cables, one deck section per evening. Amazing.
