Well, railside was first announced in 2015. Entire high rises have been designed and built in that time. Nothing you’re saying here is wrong but at this point any further delay is just frustrating.

In true Winnipeg fashion, like when they first pondered opening Portage & Main, or a BRT line, or any project for that matter, they need to do a study, then they'll do a study on the study, and then they'll do another study on THAT study for feasibility and change in market interest. Then they'll do a study on THAT, just to double check the study prior.

Honestly I think everything is just slowing down in general due to economic uncertainty, so I wouldn't expect previously announced projects to move at previously announced speeds, and I wouldn't expect much in the way of major investments over the next 2 to 3 years. Two reasons:

1. While the trade dispute with the US isn't as terrible as originally anticipated (effective tariff rate is like 5% or 6% on Canadian goods being imported into the US), it has put a chill on a lot of business investment not necessarily because the economy is tanking, but because things are so uncertain and constantly changing. For construction, this means costs are uncertain in the future, and many businesses may wish to wait for things to stabilize before moving forward.

2. Population growth in Canada will slow and maybe stop in the coming quarters, including Winnipeg. Most builders want to enjoy a high-rent, low vacancy rate environment but NPRs leaving the country and lull in permanent migration will work against those two factors.

These two things will make large investments in building construction more difficult to justify, and things will likely improve if/when Trump exits office and Canadians no longer feel immigration is an issue and normal levels of population growth can resume.

CMHC is in a bit of a holding pattern as well....I expect that in the fall budget it will kickstart again.

Its a tough environment right now....after covid, both rents and construction costs went up and now rents are going back down but construction costs aren't. Interest rates are still higher than they were a few years ago....CMHC is being more cautious...its a bit of a perfect storm right now...

as said above, population growth will slow and there is a ton of rental supply coming to market in the next year or two....its a challenging moment for market developers...hopefully new or renewed programs with CMHC help kick start affordable housing.

I noticed that some serious fence posts have been installed around most of the Railside parking lots. Could this mean that construction is finally happening soon?

Only two have had development permits issued to date.

It would be nice if The Forks North Portage Partnership would make a quick update of what is currently is happening, what the next steps are, if there’s issues, what to expect. But what do I know, barely anything.
