Frost heave.. come on man. I've done a pile of interlock. Residential granted but even then. The vast majority of stone stays in place man. FFS. Goto Portugal or some place where the entire sidewalks in old town are mini pavers. They are always areas getting adjusted. It just takes some time, effort and budget.

You know what my biggest grip in the world is? these "BONDED" companies that do asphalt backfill for sewer/water replacements for existing or new houses and a brand new road has a massive divot all of a sudden because they wanted to pack the fill 3 times instead of 7.

Don't make excuses for sub standard work.

I know pavers in our climate are less than ideal but when 95% of them are good after 10 years we can't make right with the rest? I don't see it.

edit

By 95% im talking about Wellington. The retaining wall I installed at my grandmothers house in the mid 90s as a teenager serving a grounding punishment looks the exact same. I dug down like — and packed that base until I was huffing.
