I think the idea behind the asking price is it includes the rezoning and all the architectural and engineering plans making it a shovel ready turnkey project for the next purchaser.

The desired purchaser is someone who believes the project will be viable for them, despite not being viable to PPP, who paid less for the land and prep than the buyer will be paying for the land...

... or maybe they're hoping a developer with interests beyond returns (e.g. UWCRC?) might value speed to shovels in the ground and location and pay a premium for those things

I doubt that there are any Architectural or engineering plans beyond a glossy render of what was "envisioned". To commission full IFC drawings for a project of this scale would be several million dollars, and something you don't pull the trigger on until you have a viable project.

IIRC they did do the environmental remediation on the site after demolition, and the re-zoning. But otherwise it appears it is an overpriced empty lot on a stretch of Portage with REALLY low developmental pressure.

^ Wow! That's a lot of contiguous property up for sale at once. It would be amazing if someone with deep pockets and lot of risk tolerance bought it all and redeveloped it with mixed use. Maybe keep the facade of the funeral home or convert the whole building into a pub/live music venue.

The funeral home and the office building on Broadway seem reasonably priced. The office building and parking fronting Sherbrook, not so much.

669 Broadway (Thomson Funeral home) includes that surface lot facing the northeast corner of Broadway and Sherbrook. It would be nice if one of the 4 corners of this intersection actually has a building...

You are right. It does seem like those parcels would be owned by one person or entity.
