Major power plant proposed near airport
https://www.windsorontarionews.com/

WindsorOntarioNews.com Sept 29 2025

A major power plant is being proposed for an industrial area at the southwest corner of Cabana Rd. (County Rd 42) and 8th Concession, across from Windsor airport lands. The 20,200 sq. ft. plant - roughly the size of a football field – and 126 ft. high, about 10 stories - is being proposed by Epic Properties Limited Partnership. A report to the city’s development committee seeking a rezoning to add the power plant as an industrial use, doesn’t say how the plant will be powered or what its output will be. But it does say it would “operate remotely, with no full-time staff” with daily operations “expected to last 1–2 hours and scheduled maintenance will occur biannually for one week.” The site currently has several truck yards and a gymnastics club. The city report added that The Independent Electricity System Operator (IESO), which oversees the province’s electricity system and market, “is launching a program to create new energy projects” Known as Long Term 2 (LT2) Request for Proposals (RFP), it’s “the largest electricity procurement in Ontario’s history.” The goal is to secure enough projects to produce 14 terawatt-hours of electricity each year and add 1,600 megawatts of new capacity to the grid. It will be accepting “project proposals in several rounds over the next few years, with each round targeting specific timelines and energy needs.” This project, however, is “separate” from that. The proposed site also is “in proximity” to the airport and the Runway 30 approach “and subject to airport zoning regulations.” The proponent therefore “must consult with Transport Canada and NAV Canada.” Otherwise, city staff recommend approval as the project conforms to the official plan and is consistent with other area uses. An open house was held May 27. The Caldwell First Nation inquired about approvals.

Airport Lands

Does anyone know if the future plans for the Airport Lands includes opening up Jefferson again? Would be nice if they were able to swing that somehow, especially with all the Residential and Hospital development planned for Sandwich South.

Not certain, however this drawing suggests the Jefferson would extend south and connect with County Road 42 at the Concession Road 9 intersection as part of the industrial developments of the Airport Lands.

It's been discussed and I recall a councillor (Kashak I believe) suggested tunnelling jefferson under the airport which would never happen. The airport should be relocated IMO.
