Victoria's growth rate is enormously slow for a city that has the best weather in Canada - a huge selling point for a country starved of a good year round climate - and for being the capital of the third largest province in the country. Something is keeping people out and it isn't just home prices, as Vancouver (and the Lower Mainland as a whole) grows at a significantly faster clip.
