The public art on the west side is basically some horse statues (How Calgary can you get) and the firefighters memorial. There isn't even a space in the building that opens onto this plaza, it's complete isolated and empty. There will be a permanent memorial to indigenous children and residential school survivors at some point, so some sort of activation at least.
Could easily fit some retail under those colonnades, especially the corner facing Bow Valley College. City could also open up a few of the glassed areas along the face for some retail.

Kind of sad that this stretch, with the City Hall and the magnificent library across the street is devoid of any activation. That can easily be fixed with a bit of retail space.

Adding some retail would be a huge boost, lots of empty space that could house it.

One thing to remember about the green roof here is that it would be brown and dead for 6 months of the year. I'd like to see them include some, but they could also create some outdoor space for city employees too.

For sure, even just terraces for employees, with tables and some greenery, would go a long way.

I would just close 3 Street SE (between City Hall and the library) to car traffic, as much as possible. A nice pedestrianized plaza would be nice. In any case, there's no traffic reason for a 4 lane road separating the two, but Calgary likes to over-engineer its roads.

4 lanes is ok, just make it 1 free flow lane each way with another lane for parking. There are enough plazas in the area already. A better connection between the library and municipal building would be nice though, this is one area I would love to see a new +15 connection lol.

There's one retail space (a coffee shop) on the West side of the library near the intersection.

That one has changed owners a couple times I believe. Tough to get business when there isn't a lot of foot traffic.

I hadn't been by in a while. Even your streetview shows a for Lease sign. I think it used to be the same coffee shop that was on the top floor. Do you know if that part at least is still there? I haven't been inside since before Covid. Would like to go back.

I'm guessing the Drop In Centre crowd also doesn't help.

I think it was a Good Earth when it first opened, now it's a Second Cup. Not sure about the other coffee shop in there, only went in the library once when it first opened.

/\ beauty of a TO pic - love how the clouds are framing the skyline and descending towards the ascending CN Tower.

While not our tallest building, The Oratory is our highest building, and the only one that rises higher than Mount Royal's summit.

Landmark Place (aka the giant cigarette) is finally being blocked/blended by new high-rises.

Nice to see Toronto’s skyline spread out along the lake from that angle.

Also nice to see the Hammer’s skyline getting some fresh blood and I love most of the new additions in Montreal.

LeBreton Flats, looking up at the Escarpment and Downtown. Future arena will be on the right, across the O-Train tracks. New central library in front of us. Buildings u/c will be 36 (closest to the camera) and 31 floors.

It rises about 150 feet higher than the Stock Exchange Tower, (which is in front of it in the image).
One of the things along with Mont Royal that makes the skyline of Montreal distinctive.
