So what is the best European skyline (heft)? London? Moscow? Frankfurt?

I'd probably go with Moscow and London, followed by Frankfurt and La Defense (Paris). I am not familiar with Istanbul's skyline.

That sounds fair to me.

Great shots of lesser seen cities on SSP.
I've been following Poland's and Warsaw's trajectory the past few years and think by 2045 it will have a really impressive skyline. Poland went from left for dead Soviet satellite state to one of the shining stars of not just Central and Eastern Europe but in the 2020s Europe overall (despite its many flaws).

Moscow's got a cluster of really tall buildings, London seems to have the best quality and possibly "heft"
Frankfurt used to look impressive now it looks stuck two decades in the past, imho

The Dutch have some interesting architecture. The Baltics are punching above their weight. Manchester is starting to look like Australia and Vancouver had a baby.

Do you mean Frankfurt from an architectural point of view or because of its development?

After all, the major “Four” project with four skyscrapers in a prominent location has just been completed.

Frankfurt wins for me as well. Moscow is too sterile, London too busy and spread out. Frankfurt just right with the Römer and Commerzbank providing that old and new look and a nice tight skyline.
