In fairness to this whole Okotoks thing, one could advance an argument that Moose Jaw should be considered part of the Regina CMA despite each having their own separate and distinct histories and identities -- they are only 45 minutes apart, which in Prairie terms is peanuts.

I know there is at least one user in the Sask/MB local forum who appears to have welded himself to this idea... to some derision, which I think is misplaced, even if the idea doesn't meet Statistics Canada standards.
