Where? So much of the land is federal, expropriated in the late 1940s and has in the past subject to flooding. The land between Billings Bridge and Hurdman's Bridge was a large municipal dump in the 1950s and will be difficult to develop. Two office buildings at Billings Bridge are abandoned because of repeated flooding. Any high-rise development will have to pushed back significantly from the river with a couple of exceptions. Even land at Billings Bridge slated for highrises may be challenging because of contamination from past gas stations and auto garages.
