And now to play the devil's advocate, would it not make sense to open the
Mechanicsville Diplomatic Precinct to residential and build embassies here instead? The Mechanicsville land is 500 meters from Bayview Station, while these empty lands are 1.5 km from Rideau and only has a half hourly bus (if it shows up). Obviously we can add bus service, but that service will still be terrible because buses remain stuck in traffic.
I'd prefer residential at both locations and reserve land for embassies between Hillsdale and Birch, but if I had to pick between these two, I'd put some density near Bayview and embassies here.
