Why not move all the surface long terms lots into these structures? The Park & Fly lot is adjacent to Burkeville, why not build housing there (although I'm sure there's some ridiculous Transport Caada regs barring that).

I think they want to keep the maintenance cost of the long-term lot as low as possible. Maintaining the parking structure will definitely cost much more than those surface lots.
Not sure about regulation, but the airport will definitely want to preserve the land for the potential north-south taxi way in the future. As for the area around it.. no one want to live right beside a taxiway, right?

Something not mentioned before is that AC also just extended the seasonal 3x weekly YVR-SYD by a few days. Now it runs from Nov 29 to Jan 19. So that flight is unlikely to go away. If they resume MEL service, then maybe there will be too much capacity as some days will have 4 flights? Plus the extra SYD service is currently taking the MEL flight number...
Speaking of flight number, it's surprisingly how full the 1-99 series right now.
There's only 4 sets of numbers that have not being used in regular service for the past 8 years:
13/14, for the obvious reason, although 14 sometimes is used for HKG-YVR
21/22, but 21 is used each year for additional flights HKG or SIN... in S25 the number is used for 2 additional HKG flights in Sept, and 2 for SIN in Sept/Oct
54/55
76/77, although they will be
used for additional YYZ-DXB flights W25
So any new service from YVR will most definitely come from recycling old flight number. YVR-MNL already used the 17/18 that was originally for TPE. This shows AC wasn't planning to restart TPE any time soon (at least that was the plan about a year ago). It will be interesting to see which number it take, IF there is upcoming new TPAC route(s)...
