Not sure about regulation, but the airport will definitely want to preserve the land for the potential north-south taxi way in the future. As for the area around it.. no one want to live right beside a taxiway, right?...
Given the housing shortage I doubt people would care about the taxiway. And will NavCan ever get their sh!t together enough to require it?

But if that's an issue then remove the surface parking adjacent to Templeton station instead. Even better for housing given the transit access.
