Similar issue in Max, North Dakota at US 83 (think TCH with a huuuuge median) and ND 23 (think 5 hwy) here - https://maps.app.goo.gl/gjYciBXdnYiyZCCZ7

Article here - https://www.minotdailynews.com/news/...-alternatives/

They say the interchange option will cost $40 million USD ($55M CAD).

"There was a suggestion for the state to direct more oil money generated in western North Dakota to address oil impact by installing an interchange.
“Put it in and get it done,” one emphatic resident said." (sound familiar?)

On that note, they said one of the options in Carberry was to "widen the median". I don't know how they're going to widen the median there without expropriating land and redoing the TCH by bowing it out and creating a whole new roadbed with curves. US 83 already has a huge median there and it's judged to be dangerous.
