Do the locals have any "cards" when it comes to the province?

The amount of heavy truck traffic crossing the TCH (hogs, potatoes, cattle and grain) at PTH 5 should make an overpass a no brainer but it seems this province is scared of overpasses outside of the perimeter.
Well, it's not like we are building tons of overpasses inside the perimeter either. I think this province is cash poor, and highway overpasses are just another thing to save a few nickels on.

With all the talk of nation building infrastructure projects and interprovincial trade, the trans-Canada highway seems like a no brainer for federal funding.
