This development should be aiming higher and doing better, it's rare a city like winnipeg gets dozens of acres all together in an inner suburb for redevelopment. Now if you go way back for full disclosure's sake, ive been saying this parcel should have been retained for a super-armoury for the reservists in Winnipeg as the others are crumbling, but we're long past that. Beyond that, the only crux of my criticism is poor urban design. This is a squandering of an opportunity that didn't exist when Kenaston Commons was built.

Edit: nice try on hiding your claims of racism.
Hey bud, you see racism where you want. I said people see First Nations led developments as the boogeyman, which is fairly accurate if you look back at the last two pages of comments. I said nothing of racism. If you see that as being called a racist maybe it has more to do with your own preconceived notions. But good try with your high school girl screen grab to create an issue where there was none!

The lands are owned by the First Nation development corporation. They have been transferred to them by the Federal government due to outstanding treaty land claims. The Feds no longer have any stake in these lands and they are not officially under the cities jurisdiction.

They are now reserve lands which are exempt from municipal taxation. That doesn't mean they won't be paying "taxes" though as numerous service sharing agreements will be required between the City of Winnipeg and the First Nations development corporation for water, sewer, garbage, roads, etc.

They are required to attain all the same building and development permits from the City of Winnipeg that are required of any other developer undertaking projects of a similar nature. They don't have to, but are generally encouraged to, follow the existing Development Plans, Secondary Plans and Zoning By-Laws of the area which is why this development looks no different than Kenaston Commons just up the road.
Can you provide more information regarding your last paragraph?

How are they both required to attain all the same building and development permits from the City but are only encouraged to follow the existing Development Plans, Secondary Plans and Zoning By-Laws of the area?

Don't building and development permits only get approved if they meet the existing Development Plans, Secondary Plans and Zoning By-Laws of the area?

They are negotiated between the municipality and the First Nation through various agreements.

That would be part of their zoning and servicing agreement I think? These can vary from "we do our own zoning" to "we enforce compatable zoning" to "we implement your zoning" to "we empower the city to do zoning on our behalf". Thats my understnading at least

The development corporation (e.g., Treaty 1 Development Corporation for Naawi-Oodena) issues building permits and oversees development approvals for construction on their portion of the reserve. They establish their own permitting processes, which may include building codes, inspections, and standards tailored to their needs.

Is it on the Treaty One or CLC part of the development?

This is bang on. Naawii-Oodena looks like it was designed by a focus group of South Tuxedo residents

Oodena Gas & Convenience Opens as First Retail Venture on Historic Naawi-Oodena Lands

Treaty No. 1 Territory, June 23, 2025 – The Treaty One Nations marked a historic milestone today with the soft opening ceremonies for Oodena Gas & Convenience. Located at 1871 Taylor Avenue in Winnipeg, the doors will open to the public June 30, 2025, and are set to operate 24 hours a day, seven days a week, providing a reliable new fuel and shopping option alongside one of the busiest arterial roadways in Manitoba.

Oodena Gas & Convenience is the first business to open on the 109 acres owned by the seven Treaty One Nations. It represents one of the largest First Nation-led economic development projects in Canadian history and is the first step in transforming Naawi-Oodena into a vibrant economic hub led by First Nations.

“There is no better opportunity for long-term prosperity than what’s beginning here at Naawi-Oodena. This land has the potential to transform not only our economies, but the lives of our people for generations to come,” stated Treaty One Development Corporation President Chief E.J Fontaine. “What’s happening today is the result of years of hard work by our former and current leaders, and we are building on their efforts by turning Naawi-Oodena into a powerful asset for all Treaty One citizens.”

A total of 25 staff have been hired to support the store’s operations, including two full-time supervisors. Of those 25 staff:

24 are First Nation members (96%)
21 are members of one of the seven Treaty One First Nations (84%)
“Naawi-Oodena is no longer a dream—it’s a reality. For the first time, our people are shaping how this land is used, how it generates income, and how it serves the community,” said Treaty One Nations Chairperson Chief Gordon BlueSky. “We never gave up. Our past and present leadership never lost focus and I’m proud of the legacy we are leaving for our children.”

In addition to the store launch, the first-ever Naawi‑Oodena Seasonal Market will begin operating Tuesday, June 24, and continue bi‑weekly on Tuesdays through September 30. Market hours are 4:00 p.m. to 8:00 p.m., with a selection of food trucks on-site. The market is designed to support Indigenous entrepreneurs and artisans by offering a consistent venue for commerce and community engagement on the Naawi-Oodena lands.

The official Oodena Gas & Convenience Grand Opening and Ribbon Cutting Ceremony will take place on Friday, July 25, 2025, kicking off the 4th Annual Anishinaabe Days event at Naawi-Oodena. The Grand Opening will be open to all, with free food, cultural programming, voucher giveaways, and more.

I like the blue. The tipi is a little on the nose though, innit?

Good idea on their recurring market in the summer.

Phase One of the CLC-owned lands at Naawi-Oodena has been recommended for approval by the Assiniboia Community Committee! Once final approval is granted by City Council, development activities can begin, marking a significant milestone of our shared vision with Treaty One.

It's a mix of medium and low density, the low density portion they are looking to develop 3 unit stacked townhomes with back lane.
