The one thing that affects our downtown it it is quite large and our city is growing at a slow to medium growth rate, the development of waterfront Drive probably has stifled any other development in the east exchange with those lots except some reconversions . Marketlands and rail side at the Forks are going to be good developments, but is there enough interest to still develop South Main? The Graham Avenue rebranding I think will be a good catalyst and I think the lots on Graham might be the first lots to be developed, becsuse they had a couple proposals with Sky City and St Regis how actually Real they were is another story, hopefully the Saint Mary and Donald building will be a catalyst to develop more of the lots on Donald. The one other issue is Osborne Village and West Broadway proximity to the Downtown especially the village which right now is booming so again I will say with all the development going on is there enough people coming to the city to get more development going on those lots mentioned above , time will tell . Btw those Oslo buildings kinda look what they want to develop at SouthWood Circle at the U of M , very interesting cluster for sure .

The $55-million building is one of the first net zero carbon projects in Canada, it will produce as much energy as it consumes. The design includes a state-of-the art building envelope, with the front of the building being clad entirely in solar panels.

The project is a two-building development wrapped around a raised central courtyard and a ground level public plaza. Both buildings are seeking Net Zero certification under the Canada Green Building Council Zero Carbon Building Design Standard. Building One, at the northwest corner of the site, is a 16-storey building with 148 units of mixed-income and affordable housing. The ground floor includes retail space and a public plaza.
Building Two, which wraps the other three corners of the site, is a 6-storey building with 127 residential units and will be home to commercial space for non-profit tenants. There will also be a childcare centre along King Street, with an outdoor play space in the courtyard. Building Two will also provide 91 indoor parking spaces. Both buildings are recipients of the Housing Accelerator Fund Capital Grant Incentive



Phase 3 - The Marketplace
Description: The future marketplace will be integral to the Market Lands design while meeting the needs of the greater neighbourhood. Food & Beverage Manitoba, an industry-led, not-for-profit association, is developing a unique concept that will provide critical infrastructure and support to producers by offering advanced production capacity and a market to showcase and sell made-in Manitoba projects. This space will also host a food hall with a rotating display of culinary delights, as well as retail space to sell Manitoba-made food and beverages.

Description: Since it was established in 2015, the National Centre for Truth and Reconciliation (NCTR) has operated out of a temporary facility on the University of Manitoba (UM) campus—a 5,800-square-foot brick house, which they have since outgrown. With seed funding from the federal government, and land offered by the university as an act of reconciliation, the realization of their vision for a new $100-Million home is closer to becoming a reality. Building a new home for the NCTR is a once in-a-lifetime national legacy project. With a founding contribution of $60 million from the federal government, the NCTR and UM have embarked on a $40 million fundraising campaign to build the new permanent home. So far, they have secured over $18 million toward the goal, including a lead gift of $5 million from The Winnipeg Foundation. They aim to reach the $40 million goal by the time construction begins in 2027. The new building and ceremonial grounds will be located on two acres on the banks of the historic Red River, on the Southwood lands of the Fort Garry campus where a ground-breaking ceremony was held in 2022. It will provide the NCTR with the space it needs to fulfil its mandate and act as an international learning centre for people across Canada and the world to learn the truth about residential schools, housing sacred items and records, thousands of oral histories and Survivor statements.
NCTR will launch a design competition in spring 2025 to select an Indigenous architect to lead the project. A carefully considered strategy will position the building project to advance economic reconciliation throughout the design and construction process. Set to open in 2029, the new home will stand as an international destination, celebrated for its groundbreaking work in bringing history and Indigenous cultures to life.

FYI the 136 Plaza Dr project is now developed by Carrington and Affinity Architecture is the designer. The two buildings are now 15 storeys.

Winnipeg has a large downtown for the size of our city and we don't have the big money/high income earners that places like Vancouver, Calgary, and Toronto do. Things will take time. Our downtown (and surrounding neighbourhoods) got hit really hard by suburbanization in the 50's, 60's, and 70's. Many, many old buildings were demolished to create those parking lots. I saw somewhere that central Winnipeg lost 80,000 people in population between 1971 and 2016. Thankfully, many central neighbourhoods (including downtown) are now gaining population again. There is still a lot of work to be done but the progress our city has been making in the past few years is very exciting.

Would be interested to hear what is meant by "central Winnipeg" here. Downtown in Winnipeg just never had a large population, as far as my research (using census data) shows. It was home to way more of the city's population, proportionally, than today, but the actual numbers are about the same as now. That was because there was a very large scale population departure from downtown in the 1940s through early 1960s, but then some rebound as of the mid-1960s - as Central Park and Broadway-Assiniboine got upzoned - particularly ca. 1969-71 (and with downtown towers like Place Louis Riel) and then again an increase north of Portage with the Core Area Initiative projects. I'm sure that the older suburbs around downtown depopulated post-1970 with all the continued sprawl and lower numbers of people living in the average house and rules against boarding houses, but areas like Osborne Village increased in population in that span, with tower construction.

I'm sure that the older suburbs around downtown depopulated post-1970 with all the continued sprawl and lower numbers of people living in the average house and rules against boarding houses, but areas like Osborne Village increased in population in that span, with tower construction.
The 80,000 number I saw was from a City of Winnipeg presentation about 5 or 6 years ago. Unfortunately I can't seem to find it anywhere online. If I recall correctly, the boundary was the old (pre-amalgamation) City of Winnipeg. You are correct in saying that most of the population loss has not been in downtown itself, but the neighbourhoods surrounding downtown.

Brian Pincott has done some great number-crunching on City of Winnipeg population statistics. Here are the numbers for city-wide population decline:

"Looking at the last 50 years of census data we see that of the 201 current communities in Winnipeg, 146 of them are below their peak populations. While Winnipeg has grown by 214,507 people over that time, those 146 established communities have seen a population decline of 134,439 residents. That means that over 160% of Winnipeg’s growth the last 50 years has been in new suburbs. While the suburbs have been expanding our older established neighbourhoods have been emptying.

I’m pretty sure even Osborne village has lost population from its peak. Or has rebounded to be the same at best.

A big part of the decrease in mature neighbourhoods is that each household has a full person less today than it did in the 60’s-70’s. Only recently have those neighbourhoods started to add households to compensate.

Most mature neighbourhoods are about 25% less population dense than at their peak.

I think the whole "inner city neighborhoods have hallowed out" sky is falling narrative overlooks the general lifecycle of neighborhoods:
Step 1: new neighborhood gets built, let's say, in 1965
Step 2: young couples who just started or are looking to start a family move in to new neighborhood
Step 3: it is now 20 years later and 1985, and many kids to the families that moved are growing up, moving away, or attending post-secondary education here or elsewhere.
Step 4: neighborhood population begins to shrink from peak census data as kids move away, leaving just their parents. Since there are very few new builds (e.g., infill), it's not enough to offset the outflow of kids growing up
Step 5: It's now 40 years later, and 2005. The neighborhood has seen most original kids move away, some original owners have moved away or passed on. Infill begins taking place on the lower-value lots, but the influx isn't enough to create a growing population. Neighborhood population remains stable.

The point is, many inner-city neighborhoods (with the exception of a few highly vulnerable/impoverished areas) had the initial cohort of children move away leading to declines, but population has more or less stabilized since then. The way existing neighborhoods can have a growing population is via densification (which has been limited up until the last decade or two) or old empty nester couples selling their homes to young people looking to start new families. Take a look at the housing market in these neighborhoods: the market is hot, and there isn't an oversupply of homes for new families to move in to. Boomers are holding onto their homes as much as possible as they age, making it difficult for new families to move into old neighborhoods and start families, thereby increasing local population.

People around these parts seem to view inner-city population declines as some sort of Canadian version of "urban white flight" that was so well documented in the United States, but I'd argue that it's nothing of the sort. What we've seen are simply the natural lifecycle of neighborhoods in terms of the initial cohort all having children close together, those children aging and moving away, then the population shrinks and stabilizes. One day Bridgwater, Sage Creek, and Amber Trails will reach maximum population and then begin declining over time as the initial cohort of children ages out of the neighborhood but parents remain in place.

So unless all the older people that have 1 or 2 people remaining in a house in our inner-city up and move elsewhere, making room for a mass of young families who have a household size of 3 to 5, inner city neighborhoods won't see significant growth outside some level of infill.

As for the "infrastructure capacity existed 50 years ago, why can't it exist now to support mass infill", the argument against that is simply that standards have changed over time. We can't just plunk in apartment blocks in inner-ring suburban neighborhoods and say "infrastructure capacity exists" when things like standards for combined sewer, or levels of service for community centers (many which are in disrepair) have changed over time. Yeah, the capacity existed in 1960 at 1960 standards, but depreciation took place in combination with a change in level of service/standard, which means we can't necessarily accommodate the same amount of people (who now have different expectations) as we did 50 years ago. The answer is more nuanced than that.

I haven't really heard that case being made in Winnipeg in terms of absolute population numbers. More so in terms of some people's sense about the character of areas, or retail. There was a nearly 50% decline in downtown's population from in the 40s and 50s, though. Not "white flight" as in the States, but a huge departure of residents.

One thing re: your "neighbourhood turnover" scenario is that, again, households have way fewer people now (instead of the 2-5 you mention, its 2-3 on average). So, as you say, infill is even more important.
